Tom Rafter is a veteran trial lawyer that joins Bruce Robinson & Associates with over twenty years of experience prosecuting criminal cases ranging from DUI/Drunk Driving to Homicide and complex white-collar fraud cases. Having tried to verdict over 100 DUI, felony/murder and fraud trials, Mr. Rafter is highly experienced in all phases of high stakes criminal and civil litigation. Mr. Rafter brings his vast and varied trial experience to Robinson & Associates as senior trial counsel in both criminal and civil litigation. Mr. Rafter will head the civil litigation department at the firm and will focus on personal injury cases including nursing home abuse/neglect, automobile accidents and related personal injury cases. He will also continue his work in white-collar fraud with a specific focus on defending physicians before the Physicians Board accused of Medicaid/insurance fraud and related collateral issues. Mr. Rafter will assist our criminal litigation team in defending those with criminal, DUI and related charges.
Mr. Rafter received his Juris Doctor degree from the University of Baltimore School of Law in 1993. Shortly thereafter, he joined the Howard County State’s Attorneys Office as an Assistant State’s Attorney. For nearly a decade, he prosecuted all types of criminal cases ranging from DUI and alcohol related matters to numerous felony jury trials involving violent crimes including homicide.
Following his tenure in the Howard County State’s Attorney’s Office, Mr. Rafter accepted a position with the State’s Attorneys Office for Baltimore City in the Homicide Unit. As a homicide prosecutor, Mr. Rafter successfully litigated dozens of jury trials involving a wide array of high profile criminal and complex homicide cases.
In 2007, Mr. Rafter was offered employment at the Office of the Attorney General as an Assistant Attorney General in the Medicaid Fraud Control Unit (MFCU). In the MFCU, he investigated and prosecuted numerous complex white-collar healthcare fraud cases. Mr. Rafter not only investigated and prosecuted criminal cases, but also successfully settled large civil cases on behalf of the Attorney General’s Office. In addition to prosecuting fraud cases in the Circuit Courts throughout Maryland, he has argued cases before the Maryland Court of Special Appeals. Mr. Rafter’s extensive white-collar fraud experience spans nearly a decade. Now as senior litigation counsel at Robinson & Associates, Mr. Rafter is providing complex white-collar defense to physicians and medical providers charged with Medicaid/insurance fraud and collateral matters before the Physicians Board of Quality Assurance.
In addition to perfecting his trial skills in the courtroom for over two-decades, Mr. Rafter has served as an instructor for the National College of District Attorneys teaching Trial Advocacy to prosecutors throughout the nation. He has lectured for the Maryland State’s Attorneys Association and instructed police officers on search and seizure laws as well as the rules of evidence. He is a member of the Maryland State Bar Association, Baltimore City Bar Association, and the Maryland Criminal Defense Attorneys Association.
